In 2024, a South Sudanese purchaser procured a batch of polyethylene from a Hebei supplier and made the payment as agreed, but the Hebei supplier failed to deliver the goods as scheduled after receiving the payment.
Since the supplier refused to deliver the goods as agreed, the South Sudanese purchaser requested a refund, yet the supplier remained unresponsive and even deliberately "disappeared."

Faced with the supplier's deliberate evasion, our lawyers did not give up. Instead, they stepped up efforts to prompt the supplier to engage by sending a lawyer's letter, reporting the company's commercial fraud to the relevant authorities in its location, and other means. Eventually, through the unremitting efforts and strong urging of our lawyers, the competent authorities included the company in the list of abnormally operating enterprises, which significantly disrupted its normal business activities.
Less than two weeks after being listed as an abnormally operating enterprise, the supplier took the initiative to contact the purchaser to explain the reasons for failing to deliver the goods. Our lawyers actively assisted the purchaser in the subsequent negotiations with the supplier.
After persistent efforts, the two parties finally reached a settlement: the Hebei supplier agreed to refund most of the payment. The client thus avoided litigation or arbitration and resolved the case in a highly cost-effective manner.
