In 2024, an American purchaser entered into a steel sales contract with a Chinese supplier in Qingdao City and made payment as agreed. However, this Qingdao supplier refused to deliver the goods without justification after receiving payment. 

More critically, the supplier had already been listed on China's Dishonesty Enforcement List with restricted high-consumption activities, and its company had essentially ceased operations with no personnel responding to any communications.
